Basically, it looks like this:

Ship flies up to the planet / object in question, I see the "research beam". And then the ship tries to move again. And the beam again, resulting in a rapid flicker.

Which results in the project not starting with time-based ones (like Uplifting a species) failing.

Restarting the game does not solve it, the science officer in question is Level 5.

Having a similar issue, where a Lvl 2 - Scientist somehow was able to start a Lvl 5 - Project and is now stuck. Another Science Ship with a suitable Officer is on its way, i'll see if he can override this or not.

It's the "Bombarded Colony"-Project in the "Precursors - The Irassians" - Event Chain.

In the Situation Log it correctly states the Science Ship in Orbit being Lvl 2 and thus insufficient, in the direct view of the system it's all green.

* Once my Lvl 5 Scientist arrived, he took over and the Lvl 2 dude got unstuck, hooray!
