Basically, it looks like this:
Ship flies up to the planet / object in question, I see the "research beam". And then the ship tries to move again. And the beam again, resulting in a rapid flicker.
Which results in the project not starting with time-based ones (like Uplifting a species) failing.
Restarting the game does not solve it, the science officer in question is Level 5.
