Ok this bug is threefold.
Firstly, a general of one of my fleets was eligible (without me noticing) for the government of a Science Directorate, but only Scientists are supposed to be able to become the new director.
Secondly, after becoming elected, he is still leading my battlefleet. Not only this, he is leading it... while still having the governer traits for his admiraly, giving my fleet 10% extra energy credits which makes no sense, naturally. You can't switch away from him, and if you try, you run into...
Thirdly, another admiral I tried setting to that primary fleet to replace him claims to be "busy leading (flagship name)", which is part of the same fleet the director is leading.
I will try to upload my savegame. Hopefully it works.
