Byzantium was made a buraucratic despotism early on in my game, they quickly beat the crap out of the ottoman and now (by 1700) they've restored the eastern roman empire and are a major player in the world. They still have this govt. Naples is also a bureaucratic despotism, and I've also gotten the event myself (but I declined).
