Well right now there are 2 major problems with scnerio consistancy, which is a major thing.

1. Mongol culture can't appear in provinces, but it is in 1337 provinces.

2. Muslim Sulinates aren't created.

Since we now have the ability to have Sultans create titles, we should impliment #2.

For #1, either make mongols create when they come a mongol-culture province and allow mongol to spread or remove mongol culture from all provinces in 1337.

I still don't think muslims can CREATE titles, only GRANT counties.

We should get a clarification on this.

Muslims cannot create titles, only give out provinces to new sheikdoms.
Ok, but it still leads to problems in lategame with the only non-sheiks as Mongols.

The only option there would be to create sultanates by events and they'd have to conquer their way to greatness.

Yea, but we should be able to start them off with some extra prestige i think. not sure.

I know we can set up events tailored very early on when each should appear to give claims, but long tem leave them to their own devices. Same thing with raising their stats, armies, etc. These can be tailore done to be very time specific to when they should be created to fire in general however many times we feel appropriate.

But presitge + war & intant troops would probably work better as the AI is descent enough about picking claims on same religious enemies.

Ugh that is so wrong - but if you do agree on making them pop-up appear in certain places (the muslim sultanates) then lets at least make sure that they don't ever pop-up again after being destroyed. - its game breaker:

ie - a whole catohlic kingdom of egypt - and 1 province always creates the muslim sultanate - horror :D again and again and again .. x)

This can be done relatively consistantly by having a short period of creation time and have it highly likely during that period, say 10-20 years.

Right now, and probably won't happen until CK2, the game can't remember if places were destroyed or not.

No because that doesn't solve the problem of Catholic Egypt. However, maybe only be created in muslim provinces might be acceptable, but then there should be multiple provinces they could appear in (thus to make it harder to stop them from appearing).

That might be solved by the rebellion part of my overgrown diseases/conversion/colonisation/et.c. proposal - it should make it possible for muslims to take over counties located in muslim territories.

You'd have to show how this would work.
