One of the notes for the 1.6.2-f1 Patch is:
  • Fixed: User-made scenarios cannot be played without owning natural disasters DLC
So how does that work for non-owners of "Natural Disasters" (and presumably "Mass Transit" as I believe it will have some scenarios as well)?

I have ND, so I can't tell.

Do you get disasters, but no mitigating buildings?
Or does the scenario have to be one without any disasters?

Can anyone shed some light on what you can and can not do with scenarios if you don't have the DLC?
Is there much use?

The scenario editor is available for everyone, not just those who purchased Natural Disasters. If a scenario has disasters the DLC is required in order to play, of course.

I know there's a couple of public transport related scenarios on the workshop that don't have any disasters. The default Floodland Scenario technically doesn't have any disasters either, the water just keeps rising.
