Scenario or Save Game Editor?

Is there a graphical scenario or save game editor for Vicky?
(like the EU3 one - or even the Eu2 one!)

I've looked through paradoxian and through the mods folder and haven't been able to find one.

I haven't seen one either, and I haven't heard of one for Victoria before.
