tryied it as china vs japan, but seems without maintnence company it does not capture anything at all
2 of my 3 generals had it, and no equipment captured at the end
i hope its a bug and not WAD, since the patchnotes made it sound as if capturing is always possible but maintenece companys increase it
imo scavanger and capturing should work without any requirement in the devision setup, as this feature is helping the low industry and tech nations most, but these nations cant readyly use maintenece companys across whole armys if at all, like china
