As a bit of added fun to make it easier to have challenging games without starting out with overpowered AI, add a feature that sets the starting difficulty and ending difficulty for scaling difficulties. A game that scales form Captain to Admiral might be overall harder than a game that scales from Ensign to Grand Admiral. In essence, this allows players to start at a disadvantage that then gets bigger. Players have less time to snowball in the early game and can enjoy both a moderately challenging start as well as a more challenging endgame.
If implemented, a fun twist on this system could be to let you start at a high difficulty and scale down to a lower difficulty. Let the game reward you for surviving a hundred years on Grand Admiral.
