Essentially: your normal army tradition decay would be modified by the size of your army or navy relative to your force limit -- with the value being decreased for a smaller army, and increased for a larger one. In other words, if I have 15/30 army units, army tradition decay is decreased by 50%. If I have 45/30 army units, it's increased by 50%. For a gameplay justification, this would allow states who can't afford to max out their force limits to have better generals, giving them a bit of a chance against larger states. For a non-gameplay justification, a state which has an army smaller than one they can theoretically support can focus more on training and building up the men they have.
