In essence, the difference of playing a country the size of Montenegro and a country the size of Russia.
Victoria 2 was quite frankly, very bad in that regard. There were many events on provincial levels and it was a huge pain in the neck to deal with them when playing a giant country. Some countries, like USA and Qing literally bombarded the player with special provincial events (slavery debate).
On the other end of the spectrum, you had small countries where you felt like little was happening since you they controlled only a few province and let's say a single state. I guess there was sort of a sweet spot of the size of a country where there was enough events that made the game flavourful but not too much as to make you feel swamped, like the only thing you do is click away those provincial events.
I'd just like to offer an advice to devs to avoid too many provincial events, as that creates huge problems. Election events were on state levels and they ranged from being extremely powerful for a one state country or completely ignorable for a huge country. In a one state coutnry, you could have swung the 50% of electorate from being conservative to going liberal to socialsts and then to reactionaries all in a span of a single election, while such events in a country like USA usually resulted in 0.000001% of your electorate changing their vote.
Focus on parameters that available to all countries, regardless of size, like population. If there's an event that influences 15% your population, it doesn't matter if you're playing Paraguay or Qing, you get similar overall effects.
