I'm trying to install HIP, but it tells me I don't have the portrait DLC. Well, I do. How do I fix this?

Read the installer carefully. It probably says that it failed to find your official Steam game folder and thus could not determine whether you had the required portrait DLCs for CPR. You are then given the option of whether to install CPR anyway, with a default of 'no'. If you insist that you have all of the required portrait DLC, simply type 'yes' or 'y' here and hit ENTER. If you are wrong, the mod will crash a lot.
