Savoy

Hi everyone !
it has been on my mind for quite some time but why is savoy in the lombard culture group and part of Italy ?
shouldn't it be burgundian like Vaud and Wallis ?
historically speaking it makes no sense at all (savoy being the capital of the duchy while it was french oriented and piedmont when they went pro-Habsburg and italian oriented)
that way we wouldn't have the culture conversion that happen all the times savoy keep Vaud and Wallis

So is the reason for gameplay ? If yes what exactly ?

It probably has to do with them being the ones who actually formed Italy.

As of 1.8 Basque are from the Iberian Culture group on par with Castilian/Catalan/Portugese/Galician.

The reason Navarra can form France is likely cause it inheirted France in 1589.

Those provinces are today in French speaking regions, while Liguria at least is in Italy. I think.

Actually vaud and wallis are swiss, savoy and nice are french (sold to french by savoia) and cuneo and piemonte are italian
