Savoy has gone insane

So for the past, oh, 25-30 years of my game, I am continually getting military access requests from Savoy.

I started the game as Novgorod, and am now Russia. I'm allied with Poland and Persia:

Savoy is now a landlocked OPM in western Europe. It is allied with Switzerland:

None of the countries I'm allied with are adjacent to Savoy. Even if I were to grant military access to Savoy, it still couldn't reach my territories.

And yet it keeps asking for military access. I have max negative standing with Savoy because I keep ignoring the military access requests.

Anybody have any clue what's going on here?

I have no idea what is happening, but I know how to fix it. DoW and annex their arses.

Or just accept the request =p.

Then Savoy will be happy nation, even if they can never reach you.

After further investigation, it seems that they have an unbroken chain of military access from their country to mine. I'm guessing they REALLY want to send some Conquistadors into Siberia.

i stopped playing that game because of settler rushes preceded by requests for military access from nations i'd previously had nothing to do with

the middle ages scenario with everyone and their mother settling in siberia was particularly annoying

I just played a NL game where I did a slider move to NM and the Canary islands turned orthodox... later on it had rebels who were Orthodox zealots with an Albanian flag. I doubt Albania even knew.

There needs to be an "Annoying Git" casus belli, so I can DOW these turkeys without penalty for bothering me.

Yeah, I love those. Persia, my buddy, who occupies most of Southern Asia, just drug me into a war with Shan, a two-province minor on the Thai peninsula. Shan is still Chinese/Oriental tech, and is basically banging rocks together while I'm coming in with Napoleonic Squares, Latin Lancers, and Flying Batteries. And I'm the undisputed army size leader in the game.

My current game, Aragon (already allied to France) just got military access to Hungary, then Austria, then Switzerland, was waiting for them to ask me (Burgundy) or Savoy, but then they got dragged into a war between Sicily and Naples so apparently they quit worrying about whatever it was. Tried looking around Hungary's borders but I couldn't see anything interesting, this is going to keep bugging me now trying to figure out what their objective was.

That's common. Whatever i miss the times of first EU, when you could just ask the OPM's yourself to pay such tributes, and they actualy agreed. Now it is reversed, and they ask you to accept, foolishly thinking you would agre on a misclick. That is why mostly never consider AI peace offers, unless they offer me to concede deafeat if they are horde, or WP if they are not.

EDIT: But i got military requests from some countries that could not use it even in eu3 vanilla (with no expansions i mean). So i think it is somehow rare but obviously it just happens from time to time.
