Has anyone tried to Save equipment from exercising by removing equipment from divisions (when you turtle, for say more than 3 months) ?
Both A, support equipment, and B firearms?

I've just tried out of curiosity and it doesn't really work. Their strength still goes down, but it doesn't replenish, so you end up gaining less and less XP as they lose their equipment. It could be worth it to remove the most expensive equipment and just leave rifles, though.

Use bare-bones divisions - straight rifles, but with the same number of battalions as your front-line units. That means if you have line artillery use a rifle battalion to re[resent them as well as for each support unit. Then once trained you'll have most of the personnel so you won't lose experience due to fresh bodies coming in, just unfamiliar equipment.

But don't do that with your line units. The AI can surprise you even on historical, especially once WT gets to 100 and enough non-historical stuff has happened.

Make sure don't train on mud or mountain, moutain, hot or cold. The cost of training is worth it even for tank. But for tank it is the best to convert your best xp infantry to tank.
