I think I have a good one. 1877, and the only AI countries I've seen building any rail in 20 years are Spain and Germany. France and the UK appear to have the tech to build more, but are doing nothing. I have to check their industrial setup.
Meanwhile, the UK has built its first CA, 11 CL, 36 IC, but the wooden walls are still there.
Would those situations described fit what is expected of the needed saves? Maybe I should give it some more time to see what happens to the Royal Navy?

Update:
I let it play to 1879 and then loaded as a bunch of nations to see what was going on. Quite a lot of silly industrialization by the AI, building too many factories that need steel and lumber, and not having any for railroading. No country seemed to be sitting on resources and cash to build railroads and not doing so.
As for the Royal Navy, they're still keeping sailing ships, but with a fleet of 9 CA, 12 CL, 36 IC and the 55 MW and 70 FR they might be quite right in doing it. I probably would keep those ships too, at least until I got a decent fleet of more advanced battle-line ships.
So, maybe this game isn't exactly what Johan wants... Now I don't know whether or not to send it in.
