I have the same problem.
First started a MP-game with Germany and Mexico. Since the game crashed every now and then we had to reload quite often (1.6, no mods etc.) but had no problems at all.
Next day I continued the game alone (SP) and after saving it was not possible to load that game. First it crashed after half the loading was done (no message) and now it crashes after the loading-screen appears.
Even each autosave-game crashes.
So I started a new game as Russia, annexed Germany, Austria and Hungary, saved and tried to load it next day. But the same CTD happend. After retrying several times an error message appeared that did not quite fit on the screen (and repeated itself several times). There was something like:
UNKNOWN: grounddefence: 4.000 ERROR LINE: 534579664 FILE: ground defense 3.000
...
After that some lines from the Savegame followed and were repeated afterwards. Looking into the savegame it seemed to be a problem with the info about mechanized troops of Spain. But I couldn't find any differences from other countries. Strange thing.
Is there perhaps some kind of cache somewhere which HoI uses that could be corrupt?
