Could there be given a detailed tutorial on the unpacking and repacking of the .sav files? I'm using the latest version of the program 7zip, and i'm unable to repack it with the information that its out there about this topic.

If anyone's willing, taking screenshots would also help.

EDIT: I was able to figure it out thanks to @misterderp you are able to view the comment i made for the solution HERE or expand the spoiler.

Thank you so much, I finally was able to package the saving data in a way that it would be readable for the game.
Anyone that is experiencing the same issue as me, here is a screenshot that might help. (You achieve this window by right clicking and heading to the handle of "add to archive" for 7zip

don't know if you are on windows.

But on windows you can do the following.

Go to your 7zip directory should be something like C:/programefiles/7zip.
search for the 7z.exe. for simplicity's sake copy the 7zip.exe file to the folder inwhich you unzipped and edited the samefile.

Then right click while pressing shift. Click open command line here.

type 7z.exe then a (input the output file path/name) then provide the( edited gamestate name file) and the meta file. specify -tzip and -mtc=off
press enter and the output will be generated with the specified name and path. then just simple drag the file to one of the savegame folders of stellaris and you can play
I blacked out some parts of the file path (for privacy). but imput should like like the part after the >.

edited gamestate file and meta file can just be imputed using their name since you are already in the directory in which they are located. If you don't specify an output file path the file will be outputted in the same directory.

no i don't, I just run directly from the command line.

But I would say you need to chance the archive format form 7z to zip. Compression method should be set to deflate (currently LZMA). Then with the tc=off Parameter set (as it is currently) you should be good to go.

then change the outputfile extention form .zip to .sav after the file is generated.

It didn't work for me. I made sure I followed the settings and it is still broken.
