But if i have in my sphere a satellite of another country... in what common market it is? why this is possible? A satellite should only in the Sphere of the overlord.

That's how it used to be, but then how would you represent stuff like in the German Confederation? For example, Holstein as a satellite and permanent SoI of Denmark - that doesn't represent Holstein's role in the German Confederation very well. There are also a few other examples, but that was the most obvious in my mind.
At the least, a released satellite should start out initially in the sphere of the power releasing it. Kinda sucks releasing a country and it not being in your sphere in the beginning.
