I already have 3 base to attack USSR now
and will have another one to attack USA into the most soft underbelly

What are you going to do about Upgrades? Currently you have no IC devoted to it.

I have some thoughts about researching Inf'39 before upgrade
this could halve the cost of '18 to '36 upgrade.

Anyway, I do not need very strong army now. My goal is research and diplomacy yet.
