are the armies culture based? like in victoria, eg. if there is a war between russia and china and china have a province whit russian culture and recruits a force whit russian ethnic and that force faces an russian force whit russian ethnic, would the armies fight whit less moral and worse? and the desert levels among the china russian army would be higher. unless it's a civil war.

There most likely isn't going to be any distinction between different manpower sources, expect the number of recruitees.
