We can get 'semi-accepted' cultures if they're the same group as our primary culture. But if there's come culture group other than your primary culture's group and you get one of cultures there as accepted, why wouldn't cultures from the same group as accepted one give less penalties, i.e. go to the 'yellow' mode too?
For example, it's possible to get one of Tatar cultures accepted as Russia (Crimean or Kazani or Mishar usually), but rest tatars will still be in red mode, that is, unaccepted. Suggestion is: make those go 'yellow' mode. Maybe we could give this bonus to Humanist group/policy somewhere, if it seems too strong as baseline.
