Will this be in the game? The germans were very good at this while the russians didnt put to much importance to it(they made enough tanks anyway)

But it was actually one og the reasons the germans were able to do as well as they did.

Maybe the victorius force could get a very smal part of the tanks that was destroyed to their pool which could represent the need to repair them, it would also make it more important to win battles, tanks as spoils of war.

Its not that the Soviets didn't put importance into it, its that they didn't have enough skilled mechanics to repair the knocked out tanks on the level that Germany did.

That and the fact that they didn't prioritize spares on the same level but rather concentrated on building new tanks. The Germans weren't the best in class in this regard either (compared to the US for example) but they still had more recovery vehicles (per company) and a larger percentage of workshops on the divisional level than the Soviets.

Maybe tie it with experience? Early in the war soviet tank crews had only basic training and they could not do even basic repair of their own tanks, so when something broke they just left it where it was. After they lost most of their starting tanks during early stages of Barbarossa, new tank crews were trained to at least do some basic repairs themselves. Also, more experienced crews tried to destroy vehicles so the enemy could not use them. So to keep it simple, tie it with relative experience - experienced unit fighting green one should recover much more vehicles after a successfull battle than experienced against experienced, and green unit against experienced should get the least. Also, conquering a nation should give the conqueror a % of the equipment pool.

Capture should be the greatest from encircled pockets where the enemy surrenders.

You should probably get even more by capture enemy stockpile.

As long as they don't do the mega-stockpiles in capitals this would be ok. Otherwise you might suddenly double or quatruple your equipment pool just for taking an enemy capital while emptying the enemys.

You should only get it as a peace term or annexation/pupetting.

Maybe if you win a battle and advance past the front line of that battle, you could gain back a VERY small percentage of the lost tanks, and a VERY small flow of raw materials (like steel from melting the broken equipment). I think that more than this would be unbalanced.

The chances could also be tied to reliability and fuel levels

Half of the issue was capturing the enemy equipment; the other more difficult half half was providing repair parts and ammo for it. Germany captured enough of the excellent Soviet 76.2mm dual-purpose guns that they actually produced some ammo for them, using better explosives technology than the Soviets had. That combined Soviet metal with German explosives to produce a lethal combination used on some tank destroyers.

In reality however, gaining the field of battle was an enormous advantage, as unrepairable loses of tanks were usually less than third of all knocked out vehicles. The winner could recover and repair most. The loser, lost all the equipment, as it was impossible to recover and repair.

Tanking repairing into account, the winning side should probably recover at least 50% of equipment loses.

I agree. Majority of vehicled lost in combat are due to malfunction or minor damage that temporarily disabled them, so by implementing such feature it would make game more realistic.
