You would do better to ask on the Steam forums. In any case, Steam puts HOI3 on sale from time to time regardless. So just keep an eye on it.

If you put items on your steam wishlist, you should get an email when it's on sale. Right now you can get Vanilla HOI3 for £3.60 with a few other Paradox games. You will have to buy expansions separately. http://www.bundlestars.com/all-bundles/kingdoms-bundle/
