I’ve not played with espionage in a while, but overtuned could work with Salarians. It might not 100% fit lorewise but the boosted intelligence and learning at the cost of lifespan certainly does.

Some of the Overtuned traits have some pretty nice bonuses to research. Augmented Intelligence is +10% research, -10 lifespan for 1 trait point, and Elevated Synapses is +20% research, -30 lifespan for 2 trait points. I believe you can take both of them, and they stack with Intelligent (+10% research for 2 trait points) and the single-category research traits as well, so you can potentially get a pretty massive boost to science right out of the gate.

Of course, none of this is useful if you don't have Toxoids...

yeah make them intelligent and fleeting. i would also go with diplomatic corps and doubledown on anything envoy and espionage related. the salarians were also big on vassals, so make sure you have lots of those. bonus points if you then go on to genetically reengineer your reptilian bulwark vassal's pops to be "slow breeders" and then release them again. extra bonus points if you only commit this genocide after they save your butt from spider xenos.

But my real problem is exactly with the espionage part of Overlord: I want my salarians to be masters of both technology and espionage -- I can do the first with Intelligent and I know that Natural Physicists help a lot when creating espionage related tech, but... it's just that? What civics, traits ,etc. would be more useful for mine salarian?

What civics, traits ,etc. would be more useful for mine salarian?
There isn't that much that can be done. You could use Criminal Heritage since it's one of the few ways to improve infiltration speed, but then you have to be a Megacorp...

Basically, for espionage:
Civics: Criminal Heritage / Public Relations Specialists / Ruthless Competition for a Megacorp.
Ethics: Fanatic Xenophile is kind of a must for the 2 bonus envoys. Also makes things easier for a Criminal Megacorp.
Traditions: Subterfuge and Diplomacy for all sorts of bonuses.
Ascension Perks:
- Shared Destiny for even more envoys
- Enigmatic Engineering for Encryption
- Transcendence for Intel in general

I want my salarians to be masters of both technology and espionage
well, like already mentioned, you can't go wrong with diplo corps for the envoys. Another fitting perk is the Shared Desstiny AP (Another 2 envoys and in case of vassals no limit). The real problem is that true espionage power comes from psionic ascension. Thats of course story wise unfitting here.

BUT you can go Technocracy whats fitting here and use a "Expertise: Computing" researcher and try to roll Quantum Hacking tech and immediate use the bureau of espionage edict (remember the prequisities, it's not always availlable, look for all key technologys that unlock espionage in Physics AND Society or you will wait very long sometimes). And i have made many many tests with this, after all is espionage my favourite topic here ;)

Stay with the computing scientist for the other espionage related techs. This can give you quite some edge here. Oh and have an eye for some events that can increase codebreaking/encryption e.g. "The spores have ears".

So hope that help you out. But for a true salarian one thing is actually missing. And thats Toxoids. Because you need this:

Now make a male only species (Salarians have between 85% and 90% males because of their amphibian nature) and you're ready to go :)

But being brilliant and dying young is the whole Salarian thing. It's like the origin was purpose built to imitate salarians. In Mass Effect, Salarians over the age of 40 are rare, which fits perfectly with -30 lifespan (start at ~25, die after 50 in game, to match the start at ~15, die before 40 of ME Salarians).

This guy can look like a salarian, but after buying Aquatics and seeing the gremlins for the first time, I had the strange urge of using them as an salarian-like empire:

Name them Krogan.

Don't nerve staple them. Put a whole bunch of them all in one desert planet with barely any amenities or defensive/crime infrastructure and hope for rebellion.

Desert planet? Tuchanka is a tomb world. It used to be lush and full of jungles until the Krogans had a nuclear war and reduced the entire planet to a barren wasteland.

But them having tropical preference on a tombworld, and only surviving because of Robust would fit amazingly well.

I find it much easier to find desert world than tomb world. That's just me though. Whatever the case may be for you, if they have different habitability preference, wouldn't really matter. It's all in the name of stressing them out anyway.
