Sailors are presumably as able-bodied as anyone who counts for Manpower, if not more so due to the rigors of a life at sea. Therefore, logically sailors should also be usable for accelerating Monument progress.
I would recommend 0.8 sailors = 1 manpower, such that 8,000 = 2 years faster.
This would make life easier for folks who aren't regularly losing large fleets and needing to rebuild them.
