No, it does not reach maximum even though my monthly increase is greater than my drain. I'm careful to manage my sailor pool since in war you will drain sailors fast.
Thats because it removes the sailors after it gives you them.
Gives monthly sailors to max, then subtracts how many you use. You'll always be at max-used, thats the real maximum.
