The Safavid power base was initially in Azerbaijan, their capital was at Tabriz, and they spoke Azerbaijani at court. Yet, in the 1501 start, basically their entire territory is unaccepted culture.
Cultural unions don't work across different culture groups; it's the same problem with the PLC and Great Britain and isn't going to be fixed anytime soon
There is the problem of changing culture to Persian if persia is formed by a Azerbaijan culture nation as well.
I find it ridiculous that the tribes that support the newly crowned Shah would suddenly become unaccepted.
While we are on it, shouldnt Aq Qoyunlu be able to form Persia as well? Either they should have Azerbaijan culture or just make it so that their tag can form it.
The easiest way to accomplish that would actually be setting it as the primary culture so that the cultural union accepts all of the Iranian cultures in addition to Azerbaijani. A similar sort of thing is used for Navarra or pre-1.12 Brittany forming France as a non-French group culture.
