Something I suggested over on another thread.
Currently the set up is that Persia is Shia, which doesn't take into account that it was mainly after the Safavids took over that Shia Islam took hold in the area.
What I would suggest is borrowing the mechanic from the Protestant Reformation. When the Persian Nationalists/Safavid rebels establish themselves as rulers of Persia, their capital province becomes a "centre of reformation" for Shia Islam, allowing it to slowly spread to all other provinces under the rule of the Safavids. It could be scripted to ensure it doesn't go beyond those borders or be limited by time.
