how about non-nation-specific events for acts of sabotage or even outright terrorism?
I) terrorism could occur when dissent goes up over a mark of lets say 25.
-> random leader/minister killed
II) sabotage could take place in conquered foreign territory, also to solve that partisan problem
-> temporary drop of 1 or 2 IC
-> temporary drop of infra
as IC and Infra recover really fast sabotage would only be annoying, nothing else but maybe could reflect partisan activity and add to the overall flavor playing...
