Apparently it counts as neutral as long as there's no text, or as long as it's not a specific genre of music. I guess.EUIV already has songs titled "Battle of Breitenfeld" , "At the Gates of Constantinople" and "The Grand Armada". Are they "neutral"?

Then please tell me, how does Sabaton have any ties to the eastern themed Cossacks expansion? Also, Ultima Thule is also Swedish band singing about nationalistic views, that doesn't necessarily justify putting them in this game just because both are Swedish.
What makes this extra funny is that Sabatons songs are pretty neutral and they've made songs about most of the major participants of WW2, even including the Germans. And even Carolus Rex portrays the Swedes as the antagonists in some of the songs.

Sabatons only songs that's fitting for the timeframe of EU4 is about the Swedish Empire, Cossacks is an eastern themed DLC, not sure how it fits to be honest, and it's rather distinguishing from the ambient tracks Paradox has released beforehand.

Those tracks are ambient, and the name of the tracks is flavoured according to many different countries. Sabaton is pretty much only singing about western wars.
