What exactly does this cheat code do? It's supposed to give you "no manpower limits", but what does that mean in game terms? I tried to use it and I still could only recruit a certain number of troops.

Well, you don't have to wait for more MP, you still can only build a certain amount of troops at a time in one province, but you can build in every prov all the time if you have the money, without worrying about MP, at least that's what I guess your problem is.
IIRC you alsso need to run the game a day more after you put in the cheat for the extra manpower to appear. I am not sure how it effects your support limit.
iirc it adds 1000 manpower to you mp pool. Your ability to recruit troops is affected by texvalue, not manpower, so you'll still be able to recruit as many as before.
