I know it doesn't happen unless if you coup the USSR or conquer it, but I was always upset that if I created Russia all of its ministers were pictureless. Well not any longer. Many Russian ministers double as Russian leaders or Soviet Ministers. I copied those pictures and gave them the filenames required in the russian ministers file. It makes me a much more happy panda. So, if youre interested in my little mod, just unzip the contents of the linked zip folder in your Hearts of Iron 2\GFX\Interface\pics folder. There are a few Russian ministers who are still pictureless. Hopefully the modding community can find some pics for these guys in the future.
