Check provincial history and see if it was formed as Muscovy, if it wasn't, it's probably a bug?
All CN nations are a lighter/grayer colour of the colonizer. You can see that colour being an extremely lightened/grayed version of Russia's green.
Also the way CN's colours are determined by the original colonizer is sometimes pretty painful. I remember having a pink Caribbean CN among a slew of Prussian blue ones due to forming Prussia after starting colonization. At least it didn't border any of the others.
