Russia totally overpowered

I played Russia and it is not possible to maintain such a military. So its proven that AI is cheating. It is annoying and i think it's more annoying than the economic system which in my mind is very good in 1.02. So for 1.03 i would wish a AI thats not cheating...

Unit cost is scaled by tech. Is it possible that Russia has hoards of cheap, low tech troops while you have a smaller, better equiped army? The AI does get a production bonus on hard and VH, but it should still be making roughly the same as a good human player. And be paying the same upkeep. When you say you played as Russia did you switch to them in your current game or start a new game as Russia?
