I was playing Russia since 1648, converted the save from FtG.
Early in the Game the government changed form Monarchy to Constitutional Monarchy and stayed like that. Also the Liberals reigned for nearly 70 years. Then suddenly the Socialists gained power. Also I raised all the social stuff to low. Then the Mensheviks gained power. Now I was a bit nervous, I wanted to keep the current government.

Then suddenly, in 1911 the bolsheviks gained power and a few months later my government was peacefully changed into proletarian dictatorship.

Is it possible to change the government back to the constitutional monarchy? I want my czar back :(

I changed it so every party was allowed and in the next month I turned into a democracy.

Ah, since the Bolshevists were leading the democracy, it turned back into a proletarian dictatorship next month. Then I activated free to vote again, and I turned into a democracy back
I think I just invented government ping pong

Update3:
It's getting even more funny. I managed to turn into a democracy, banned the bolshevisks and the slawophiles came to power, then in the next month back to proletarian dictatorship, then back to democracy, now I changed press to free speech and now I turned into a presidential dictatorship. Then I managed to create a stable multi-party democracy but votings are forbidden
Makes totally sense.

That is a known feature/bug. What you have to do is set a non-radical party as ruling party while you are still a dictatorship THEN institute the necessary reforms to become a democracy. I think you have to cheat to get your tsar back. To keep your monarchy in the first place just set voting rights to something besides universal suffrage when the radicals threaten to take power.
