Germany is one of the hardest nations to create, I think, just for the mean time to fire. Great Britain and Spain always seem to form on their own easily enough in all my games I've played, but Russia has yet to form in any of 'em yet. Ireland hasn't showed up either, but only because England always annexes the Irish minors before they can unify on their own.
