Russia and ETA on 1.31.5 PT?

1. Russia never formed because of the governing capacity issue, not to mention several countries spontaneously releasing vassals due to the same issue. Why wasn't this addressed with the 1.31.4 patch and will it be fixed in the 1.31.5 patch?

2. Can we get an ETA on the 1.31.5 public beta?

Glad my Lan Xang game ended in utter disaster because of that same reason. Colonialist ÜberMing Imperialcbing France in the Era of Absolutism and picking some European provinces (in Iberia btw) was also a big WTF. France moved south whilst releasing northern vassals because the lands they conquered still had the country alive outside Europe. And Bohemia migrating North to Prussia and conquering new Baltic lands instead of trying to recover their lands now occupied by Austria the only Reformed country in the world with, I don't know, 2 minor allies. And hey, every country and their mother having the same dynasty in power. I don't trust 1.31.5

Hmm I never get this problem, in my current save AI formed Russia just fine and never see AI release vassal too.

Is this problem of late game cuz I only at 1640s right now I think.

No, seems to happen for me all throughout the game. Maybe it's random but for me I must be really unlucky lol!
