Why they are not forming Prussia? And if they can't form it, what should i do to someone so he can make Prussia :/

Do they fulfill all the conditions of the third decision to form Prussia? The most important ones are that they are independent and have an eligible culture and religion.

Ah, right. Only the Teutonic order and Brandenburg can form Prussia as a subject.

Oh, i did not know that only Brandenburg and Teutons can make Prussia while being a vassal. Thx guys for help.
