Running with mods in offline mode

I've found nothing but old posts online about this so I thought I'd ask the experts here.

My internet connection was out for a time yesterday so I couldn't play with all my downloaded mods and assets. I looked for a solution when my connection came back online (for when it happens the next time), but only found two. 1.) Opt in to the Steam Beta and supposedly that fixes it. It doesn't. or 2.) Copy all the addon content to "local" folders. That was a tedious hack, especially with hundreds of assets and mods.

Is there a current solution to playing offline (no internet connection) with downloaded content from the workshop? Thanks everyone!

I use your option 2 for several years now and it works fine. It also gives you more control, which assets your game has to load by just placing the content in the internal folders that you want for a particular city. No need to un- and resubscribe on the workshop for this!

Btw, it seems you can use sub-folders to group assets - makes it easier to organise yourself.

There's a third option, and that to link the workshop to you offline folder:
