Running out of Generals

Hello everyone! So right now I am playing as Carthage at war with Rome, I have 4 decent generals, skill level 7 or higher. I am finding I have Governors with equal or greater skill levels and decide to sack them from their current jobs in order to then make them generals. However when I look at the list of available generals the former governors aren't listed. Why is this? Any fix for this issue? Thanks!

In republics (like Carthage), a character needs to be a Praetor or Consul (or equivalent) before they can be a general. Appoint a high-Martial character to the civic tech position for about a year before resigning them and they'll appear in your general pool.

The martial value is overly dominant in this game. It seems to be the main decider in battles. Badly needs to be fixed.

Thank you for the information, it was really frustrating not knowing why I couldn't assign those men as generals, its true, i MUST have an 8 plus general, the whole war depends on it.
