Runemaster: Which influcences of the strategy games will it have?

No it's not a new genre... Look at Heroes of Might and Magic for a good exemple what would be similiar. It's not really similiar on CK2 beside the storytelling.

Since they're calling Runemaster an RPG, I don't think Heroes of Might & Magic will be similar except for the combat. Crusader Kings is more of an RPG than Heroes of Might & Magic. I don't think it will be a completely new genre, but the procedurally-based quests are a significant departure from the way RPG's are normally done.

I believe it's really more similar to a mixture of Heroes of Might & Magic and King's Bounty. Overland movement real time like King's Bounty, including only having one army (as opposed to HoMM where you can have several armies lead by several heroes). Combat similar to both HoMM and KB where it opens a combat screen where you control your units turn based, with the difference that you are one of the units.

Much more emphasis on the RP part though, there will be NPCs on the map that you can talk to, get quests, choices, etc.

The term RPG is so broadly defined that it conveys almost no information about a game other than it will be based on characters. I think this game is more like a turn based tactical game with RPG elements.

Procedurally based means, as best as I can explain it, that there's no set linear gameplay for you to follow that would be the same every time you start a new game, but rather you get different quests and hopefully are able to deal with them in different manners depending on your character's attributes and outcomes of previous quests. This differs from games where you can have a main quest and then a bunch of optional sidequests that may or may not be procedurally generated or random encounters.

HoMM with dialogue and (hopefully) better tactical combat AI is how I think of it at the moment.

I think that one of key difference is that HoMM has a lot of different maps and Runemaster has 1 whole connected world.

I think the more recent King's Bounty games are a better comparison. Still not the same thing though.
