1) You cannot request MA if you are at war with the nation. The option is grayed out.
2) Nations always refuse MA if you are at war with one of their alliance members.
3) Nations always refuse MA if relations are negative.
4) Nations always grant MA if relations are +180 or more except while you are at war with one of their alliance members.
Between relations 0 and relations +180 what are the rules for obtaining MA?
Size or economic strength seems important or maybe something is hard-coded for certain nations. Venice can get MA from all smaller Catholics beginning at +92 to +95 relations. The same rule applies to Venice getting military access from Austria. If Venice is reduced to one province, Austria is bigger but is on the border. I assume there is some benefit to being on the border. Luxembourg is a holdout. Luxembourg does not give MA at low relations no matter that Venice is bigger.
Mantua can only get MA from border nations, two of them with less than +70 relations. Mantua cannot get MA from any German minors with +125 relations like Venice can.
A little badboy, an army, and a powerful alliance do not seem to greatly influence the relations at which MA is granted. A very large treasury obviously does influence the relations level. With an extra 50,000d, Venice can get MA at +18 relations. Still that works out to 675d per each point of relations; so for practical purposes, the treasury does not matter much either.
