I can't seem to find this answer anywhere else.
I'm playing as non-aligned Napoleonic France. I'm in the allies with the US and UK vs Germany and Italy in a defensive war. So with the exception of my government change the playthrough is historical.
It's around 1943 and I have completed my focus tree on all sides. Most of my African colonies are over 80% compliance, but I can't make them collab governments. And the option to force the issue is not in my events list. I noticed my country has the rule 'Can't create collab governments'.
I've definitely created them with Napoleonic France in a previous run. What have I done differently to make this rule take effect? Is it the side effect of a focus I have taken or something?
