In this thread, someone suggest a fix to bug that wouldn't allow you to bombard when there was a planet event:

The fix wouldn't work on my present game. However, can I assume rules can't be changed (by editing 00_rules.txt) in the middle of a game? If so, I want to start a new game with the edited rules file. Otherwise, I want to go back to the original file.
