Do you mean the "game rules" implemented by a host in MP using the game's rule options? Or do you mean something else?

If you mean "game rules" i.e I want a nice rule book like the old days kinda rules... Hearts of Iron 4 does not have that. The link I posted above https://hoi4.paradoxwikis.com/Hearts_of_Iron_4_Wiki IS the rule book. This also might help you get started https://hoi4.paradoxwikis.com/Beginner's_guide.
The idea of a wiki is to enable a rulebook to be constantly updated and corrected without the need for the developers to make a second edition (one of the frequent problems with books, rule books, board games).
It also supports the idea of constantly updated DLC to be added to the rules and easily found all in one place. Now the developers have made a lovely little PDF though to enable beginners to dive in to HOI4 (even if it is a little out of date). That can be found at https://forum.paradoxplaza.com/forum/threads/hearts-of-iron-iv-advanced-guide-for-beginners.1032991/ and helped me in the start.
If you would like to go further... then common practice these days is to visit youtube.com to see how to play the game. There are plenty of videos on youtube to help you with this https://www.youtube.com/results?search_query=how+to+play+hearts+of+iron+4. Just find someone you like on there that explains it for you and you should be good to go.
As a bonus there is an amazing little art booklet that comes with HOI4... I believe when it first came out and that can be located in the game directory at dlc016_artbook in the games installed directory.
