If I believe what the game says, a royal marriage will result in a personnal union only if you claim the throne of your target nation. Then if the actual ruler dies without a valid heir, boom PU or succession war if several nations claimed its throne. Or you can just use the claiming throne CB if you're impatient and don't care about the stability hit.
Are those the only way to form a personnal union? Or is there still a random chance of PU when a heirless ruler dies without the necessity of claiming the throne beforehand?
