The Kingdom of Hanover (1836-1920)

Welcome to the Royal Hanoverian Mod for Victoria v1.03! This Thread is dedicated to the development of a grand campaign modification enabling a challenging game for the Kingdom of Hanover. It will hopefully recreate as much of the historic events and the flair of this period of German history as possible. Hanover had one of the most liberal constitutions in 1831 and a parliamentary system not unlike the one in Great Britain, but it had also one of the most reactionary backslashes after the accession of king Ernst August to the throne and the end of the personal union between England and Hanover in 1837. It is your task to shape the future of Hanover. Will you do better then the kings did historically and avoid annexation by Prussia in 1866? Will you even change the path of history by preservation of the liberal constitution of 1831 or even some democratic reforms? Is there any way of a German unification led by Hanover?

The Royal Hanoverian Mod is a modification of the grand campaign game of “Victoria – Empire under the sun” (version 1.03). It changes a lot on graphics, economics, parties, military and events. The playability of the Kingdom of Hanover is increased a lot because it is the protagonist of this scenario. Using this mod in a multiplayer game or an solo game playing another nation will probably affect the original game balance of the grand campaign. So don’t use it, if you like to play some other country.

The first version will be released this week, including substantial changes in graphics and economy. It will include a lot of new flavor events with new pictures concerning culture, politics and economy. The party system is reworked completely. The army and leaders will face a lot of changes, too.

In a second step I will try to do a new political timeline representing the historic as well as some hypothetical paths, including a constitutional monarchy and even the development of a Republic of Hanover. Depending on the path the player chooses, there will be a lot of corresponding events. A new concept will be introduced: players will have to choose the prime minister from the governing party or from the opposition. These are historic person with unique qualities, which will affect the game play a lot.

The Economic Situation of the Kingdom of Hanover:

The economic situation of the Kingdom of Hanover as we can find it in the vanilla version of Victoria follows the picture usually drawn by historians and economists: In the early 19th century it’s a somehow backward and purely agrarian country which resisted industrialization. The resources it has in Victoria 1.02 are Cattle, Fish, Fruit and Grain, the only factory is a liquor distillery.

More recent studies of the economy of Hanover revealed that it had most of the resources crucial for industrialization: There were coal mines in the Deister, a range of hills just 15 miles from the state capital of Hanover, and some more distributed all over the country. The Harz mountains -- in Victoria they are probably located in the province of Göttingen -- used to be one of the wealthiest centers of mining and subsequent handicraft in the Holy Roman Empire. Although there was some kind of decline in the 19th century it still had some output. There was also Iron nearby the towns of Peine and Osnabrück. These resources allowed the industrialization of the country, especially in the industrial suburb of Hanover (Linden) and the southern provinces. Finally there was a quite impressing textile industry in the kingdom for many centuries: In 1820 more than half of the families in Hanover gained at least some income from this branch.

To reflect this I changed the resource distribution in the game files: The province of Hanover now has coal as a resource, and the province of Göttingen is changed to iron. There is a new fabric factory representing the textile industry. The accumulated resource values are changed in the following way:

There are some economic events in the mod depicting the historic progress of industrialization in the kingdom. You won’t get factories for free, but there will be the option of either buying them for money bottleneck of machine tools or receiving some machine tools to build them later.

The Political Situation of the Kingdom of Hanover:

The historical heartland of the kingdom of Hanover (Hannover in German) was the Duchy of Braunschweig-Lüneburg, one of the bigger territories of the Holy Roman Empire. It was ruled by the House of Guelph since 1235. The three major parts of this territory did include the region of Calenberg around the cities of Hanover and Göttingen, the region of Celle around the city of the same name up to the Elbe river, and the region of Brunswick (Braunschweig in German) including major parts of the Harz mountains. Brunswick eventually developed into an independent territory under the rule of a collateral line of the House of Guelph.

In 1714 the Duke of Hanover, George I., became King of England. This was the start of 123 years of personal union between Hanover and England, a period of time in which the Duchy was often neglected by the Kings of the major power Great Britain. In this period the Duchy gained the province of Stade on the coast of the North Sea. In the Napoleonic Wars Hanoverian Troops fought bravely on the side of the English Army, especially in the King’s German Legion, which eventually would become the backbone of the Royal Hanoverian Army after the war. After the Congress of Vienna in 1815 Hanover was compensated for the time of occupation by French troops: It received the provinces of the Emsland (Lingen in Victoria) and the former Prussian Ostfriesland (Emden in Victoria) and became a kingdom.

At the start of the grand campaign Hanover is – like Bavaria – one of the larger German minors. It has claims on the Duchy of Brunswick which will be incorporated into the kingdom eventually by event. Hanover has some industry and a comparatively big army. But this will probably be no match for the neighbouring giant Prussia. The small territories of Oldenburg, Hamburg, Bremen, and Lippe-Detmold would be a nice addition to the kingdom, but the system of German alliances is a big obstacle: It’s virtually impossible to declare war on them without having the majority of German powers declaring war upon you. The Duchy of Holstein, a Danish satellite, will be an easier task. The war of the German Bund 1848 against Denmark and her allies may be a chance of annexing Holstein. The Kingdom of the Netherlands is another strong neighbour.

Nice to hear any comment on the project, Darktooth! Concerning your question: AFAIK all unification events have an option of accepting/not accepting the unification. I will go through the 1.02 unification events tomorrow to check this. If there are events which automatically end the game of Hanover I will change them in the mod.
 
The Demographic Situation of the Kingdom of Hanover

Today’s update of the Royal Hanoverian Mod is one concerning the demographic situation of the Kingdom in the game. I had difficulties in converting these numbers into game files, so I would really appreciate any help.

Hanover was one of the first German states to introduce a regular census and had an institution of its own – the Statistisches Büreau – to coordinate this effort. The following numbers are from the census of 1836 representing the distribution of the population to the provinces called “Landdrostei” in Hanoverian terminology and the main religious groups. As you can see most of the Catholics can be found in the provinces of Osnabrück and Hildesheim. Actually these territories used to be – at least partially – provinces of catholic bishoprics. There were some Jewish communities in Ostfriesland (Aurich) and the urban provinces of Hannover and Hildesheim.

Unfortunately the provinces in Victoria do not match all with the Hanoverian “Landdrosteien”, so it’s necessary to redistribute the population. This redistribution is based on the size of the new provinces and there average population density.

If you recalculate the population based on this estimation you’ll get the following numbers.

Perhaps there’s somebody out there who could edit the population files based on this numbers. They probably have to be rounded to full thousands. I don’t have any data on the composition of the workforce in 1836, so we should use the shares provided in Victoria 1.02.

The Party System of the Kingdom of Hanover

Time for another update of this mod: Today I want to give you some information on my research on parties in the Kingdom of Hanover. Comments, suggestions, corrections and ideas are welcome!

It’s probably kind of wrong to speak of ‘parties’ in the context of the early years of the grand campaign. The first parties in Germany that had some kind of organization and membership were formed around the revolution of 1848/49. Before there were only very loose factions made up from the members of parliament who shared some common belief or ideology. The first party to have some kind of mass membership were the social democrats, just followed by the catholic ‘Zentrumspartei’. The liberal and conservative parties in Germany had no mass membership for the entire time of the grand campaign; they used to be ‘Honoratiorenparteien’ – parties of local and national notabilities.

At the start of the grand campaign there were only two ‘parties’ in the Kingdom of Hanover: The ‘Welfische Partei’ and the ‘Liberale Partei’. ‘Welfische Partei’ means – literally translated – Party of the Guelphs. You could also call them monarchists or conservatives. It was the party of the supporters of the monarchy and the House of Guelph, consisting mainly of aristocrats, officers and high level bureaucrats. In Victoria terms they quickly developed into a reactionary party under the rule of King Ernst August I. Their electorate consisted nearly completely of protestant voters, making the ‘Welfen’ the counterpart of the catholic ‘Zentrum’. After the annexation of the kingdom by the Prussians the party developed into a kind of separatist force who demanded the full restoration of the kingdom. Under different names (‘Deutsch-hannöversche Partei’, ‘Deutsche Partei’) she did exist even some time after the Second World War. Major politicians of this party are the prime ministers Ernst Friedrich Herbert Graf von Münster, Georg Schele von Schelenburg, and Wilhelm Friedrich Otto Graf von Borries.

The ‘Liberale Partei’ was another name for the liberal MPs of the early years of the grand campaign. They were fierce enemies of the reactionary measures of King Ernst August I. Made up from free minded aristocrats and the well educated parts of the bourgeoisie they had a typical liberal profile: laissez faire in economic and secular in religious issues. A prominent politician of this faction is Friedrich Christoph Dahlmann, the author of the liberal constitution of 1831 and one of the ‘Göttinger Sieben’, the seven professors protesting against the removal of this constitution by King Ernst August I. Another one is Johann Carl Bertram Stüve, the minister president of the time of revolution (1848-1850).

Some years before the revolution of 1848/49 the discontent parts of the bourgeoisie gathered into the ‘Demokratische Partei’. You could also call them radicals. They’re left-wing and anarcho-liberal in Victoria terms, there main issues are like the ones of the liberals, but a little more … well, radical. As they were only of minor importance in Hanover there is no prominent politician in the game.

The national and liberal MPs gathered into the new ‘Nationalliberale Partei’ around 1859. This party was the heir of the ‘Liberale Partei’ and had members in nearly all German states. Rudolf von Bennigsen, a lawyer from Lüneburg, was their most prominent politician and head of the party even after the annexation of Hanover by Prussia. The ‘Nationalliberale Partei’ was the party of the well educated and wealthy bourgeoisie. She was a fierce advocate of German unification and had no problem in working with conservative politicians like the German chancellor Bismarck.

Her counterpart on the left wing of liberalism was founded in 1861: The ‘Freisinnige Partei’ stood in the tradition of the radical democrats and was very successful in many parts of Germany. But in Hanover she wasn’t able to catch up with the national liberals. They are – unlike the ‘Demokratische Partei’ – not anarcho-liberal, but their issues are a way more left wing then the ‘Nationalliberale Partei’.

The ‘Zentrumspartei’ was the party of political Catholicism in nearly all states of Germany since the revolution of 1848/49. Conservative in ideology she was a kind of catholic completion of the protestant ‘Welfen’. These parties often allied and had a joint candidate in critical electoral districts. The ‘Zentrum’ was very strict on religious issues; economically her profile was more interventionist than the liberals. After the unification of Germany the ‘Zentrum’ was the first victim of the domestic policy of Chancellor Bismarck: In the ‘Kulturkampf’ he tried to marginalize the political Catholicism by a strict separation of church and state. But eventually this dispute made the catholic party even stronger. One of the most prominent politicians of this party, Carl Ludwig Windhorst, was from Meppen (Victoria province of Lingen).

The ‘Freikonservative Partei’ used to be a more moderate version of conservatism. As she was pro-unification and in support of Bismarck, she was no real match for the ‘Welfische Partei’ – the only party which continuously resisted annexation of the kingdom. Therefore they can only be considered a third party in Hanover.

The development of the labour movement in Germany came of in several steps: In 1863 the ‘Allgemeiner Deutscher Arbeiterverein’ was founded by Ferdinand Lasalle, a follower of Marx and Engels. It was the first socialist party in Germany. Just some years later in 1869 another party, the 'Sozialdemokratische Arbeiterpartei' was constituted by August Bebel and Wilhelm Liebknecht. This party was more radical than the ADAV and was not a friend of the German unification. After some long debates both parties united in 1875; the new party was called ’Sozialistische Arbeiterpartei’. In 1890 it was renamed a last time into ‘Sozialdemokratische Partei Deutschlands (SPD)’, a name that didn’t change until today.

Just the soccer team is not from Hanover. If you can guess which team is on it, you'll get a beer in any pub you like if you're in Göttingen ... :)

A bit of advice:

It might not be wise to include all the parties you brought up because of a problem with ruling parties not being dissolved when they historically did. For instance it might be better for gameplay purposes to have just one socialist party, provided the policies didn't change significantly at some point. 3rd party status has no influence if a country has multi-party system, perhaps including Freisinnige and Freikonservative parties gives pretty odd voting results?
 
Why cant you do all these wondrefull things under the VIP umbrella? Why a seperate mod?

When VIP comes out, it probably will be a pain to those using VIP to install another mod on top... :(
 
Well, Grosshaus, I have not tested the party system yet. If the parties proposed by me produce strange voting results I will throw out the small parties, as you said. I wonder if changing the party system to a two-party-system will be a help, as we could make use of the third party status. Actually Hanover had nearly the same election system as in Great Britain (first-past-the-post), but the results were different: There were two major parties and some little ones. I'll give it a test run tonight ...

To Dagfinn: This mod is no competition to the VIP. As soon as any mod files are released they may be put into the VIP. But I think there is a good reason of doing a separate "Royal Hanoverian Mod" as the VIP has to keep game balance in mind. Hanover would be a little to strong as an ai-controlled country if you use my modification on a one-to-one basis. It's fine if the Kingdom of Hanover is the protagonist of the scenario, though. To incorporate it into the VIP the modifications probably have to be tweaked down a bit.

Cause i wanted to make the same thing with Denmark, but really couldn't find the right info...

I got the data from an old book from 1840, which compiles the census data for the Kingdom of Hanover. Hanover was one of the earliest countries with reliable and published census data, so I dont know if there is something like this in Denmark. But there should be at least some census data for the later years. Try to search for it in an university liberary or a national archive. They have online catalogues mostly, so you can look for it on the www.

If this is of any use for you, DK_Froggy, I could provide you with the Census Data for Denmark from 1880. It's in an old encyclopedia I have at home. But its possible that the Paradox Team or the beta-testers had better data when making the pop-files for the Vanilla Victoria version. You also have to keep the different areas of the Victoria provinces in mind. It's a funny spelling, as it is from a german book ...

You should probably deduct some percent to get the numbers for 1836.

As for the religious distribution the encyclopedia says that nearly all are protestant but 2.985 Catholics and 3.946 Jews. These two groups are nearly completely concentrated in Kobenhavn.
