I'm guessing we will probably get a roadmap like a month after release or so, maybe even just two weeks. Personally I think the first dlc will definitely release before the end of the year, and then the expansion probably in like late q1 maybe q2.

Now this is pure speculation on my part but...
Yes. It will depend on how the release is received.
But also they no doubt have a list of things they want to expand upon. Like Byzantines, HRE, Republics, Nomads et cetera.
They also have a department for User Research as outlined by Dev Diary #35.

They'll probably have a combination of all three. How well is the game recieved? What do people want to see? Is it anything we've [the devs] wanted to expand more upon and already have ideas to do something with? Or is it something entirely new that is actually a really great thing to go into expanding?

They did say their DLCs will be more Expansion sized this time around.

But at the end of the day they most they probably know about expansions/dlcs is that they will exist.

With how often they've mentioned wanting to "get it right" I would suspect a Byzantine Empire DLC would be one of the first they decide to do. Nomads, Republics, etc were taken out because not a lot of people play them (according to the devs) so I don't think putting them back will take priority over something they know people want (and thus will pay for) like an expansion fleshing out the Byz. But how long it takes to get made will most definitely depend on how the release is received. Personally, I hope it's good and everyone loves it, because I'd like to get the planned DLCs, whatever they are, out when they were planned and not delayed while they completely remake the entire game *coughImperatorcough*
