I see what your talking about but I'm not sure that it means anything. Could be like silver said and be a mistake. Guess we have to wait for an answer now.

I dont see the problem with 73 divisions in one area. 73 divisions would be in the range between 700 000 and 1.5 million men. With areas of that size, that is not really very dense. Some areas on the map have approximately 10 times that as civilian population.

In areas with low infrastructure, there could be a problem bringing in sufficient amounts of food to that many men, but in england, france and germany, this would not be the case.

Of course, that number of men could not actually _fight_ at the same time, but i think this is handled nicely in HoI 1: You can have as many men as you want, but only 24 can fight.

Actually it is a little too hard on the defender, since the attacker can fight 72:24 when attacking from 3 provinces, along a front that would in real life be about equally long for both sides. It would be more fair to increase max offensive stacking to 24/30/36/42/48 when attacking from 1/2/3/4/5 provinces.
