I want to do that Venice achievement which requiring 90% trade power in both Alexander and Constantine trade center while owning no more than 10 provinces.

1. What are the differences between 'Own a province' and 'Control a province'?

Owning means its yours, control means occupation aswell. Possibly provinces of vassals too.

For the achievement you can only have 10 provinces and the rest can be controlled by your vassals.

There is no difference as far as I know. For this achievement you could either take a big juicy province in each node or just spam light ships and embargo the other guys in the nodes.

Nothing will happen as the decision to form the Netherlands doesn't change government type to the Dutch Republic. If the event which causes the switch fires and the Dutch Republic is chosen then you'll still remain the Emperor.
